This is a script where the background color is dependent on the second. Because the script gets the seconds from your computer clock, the script will not work unless your computer clock is accurate. Since the script is in a function which is activated over and over every second, the colors change accordingly. The On button activates this script while the Off buton reloads the page. Since the script is only activated when called for, reloading the page is like turning the script off.
